The Georgian Institute of Public Affairs (GIPA) was founded in 1994 as one of the first innovative Western-oriented educational projects in Georgia. It began with a Master's program in Public Administration, established through a partnership between the United States Information Agency (later the Bureau of Educational and Cultural Affairs at the U.S. Department of State), the Government of Georgia, and the United States National Academy of Public Administration (NAPA).
Today, GIPA stands as a premier institution in Georgia, offering diverse programs in public administration, journalism, law, and business, while maintaining strong partnerships with European and American universities.
Academics
The university offers Bachelor's, Master's and a PHD programs, Vocational education, and Certified Programs and Consulting. GIPA’s curriculum is designed around democratic values, freedom of expression, and research-based learning, integrating theoretical education with practical skills.
